Lieutenant McCartney is a Santa Cruz County native and has served at the Watsonville Police Department for the past 22 years. David has been married for 14 years and has a daughter who attends a local school.
Lieutenant David McCartney has experience in most of the major divisions of the police department. This includes patrol, field training program, investigations and community services. David was promoted to sergeant in 1996 and served as a patrol sergeant until 2001. From 2001 to 2005 David supervised the department's community policing program, school resource officers, gang investigators and graffiti investigators. From 2005 until 2007 he was assigned as the investigations sergeant. While in investigations David supervised 5 detectives, the crime scene unit, property and evidence and was one of the department's public information officers. David was promoted to Lieutenant in 2007 and is currently managing the community services branch.
David graduated from Cabrillo College with an Associate Arts degree in the Administration of Justice. He graduated from the FBI National Academy in Quantico, Virginia in 2005. David attended the Sherman Block Leadership Institute through the Peace Officers Standards and Training program from July 2006 until February 2007.
